Renowned research scientist Paxton Page perfected the cobalt bomb, but refused to divulge its dangerous secrets to congress. Knowing Page had continued his work, the U.S. government sent an agent, Garth, to pose as Page's butler, secretly protecting Page from his enemies. Page dove into his research to erase the traitor stigma but he was driven insane by cobalt radiation. Adopting a costume to match a figure from his daughter Karen's, childhood nightmares, he became Death's Head, attempting to drive his family away.
