Kogar is one of Hong Kong's most notorious criminals. He headed one of Hong Kong's largest smuggling operations, and at one time he was affiliated with Cat (Shen Kuei), until he killed Shen Kuei's brother. While attempting to smuggle plans for a neutron bomb, Kogar hired Shang-Chi and an undercover British by the name of "Black Jack" Tarr to serve in his organization; but with the help of Cat, Shang-Chi and Tarr turned on Kogar and destroyed his headquarters.
