Paul Steinen

Paul Steinen was the owner of Alpine Park, before he was forced out of business by the Four Winds crime cartel. Steinen hired the mercenary, Agent X (Alex Hayden), to gather up all of animals that had been set lose as a means to force him to sell his property. After Hayden successfully completed his task, Steinen gave him the deed to Alpine Park.
