Higashi is the leader of the Eastern Wind of the Four Winds crime cartel. He was elected to his position after the Black Swan secretly murdered his predecessor of the same name. To gain the respect of the other three Wind families, Higashi had his lieutenant, Ryoko Saguri, kill Gendo Sonoda for his lackluster attempt to acquire the Alpine Park property from Paul Steinen. During his visit to Alpine Park Higashi was bedazzled by the beauty of Sandi Brandenberg, and he decided to abandon his plan to obtain the property.
